NASS Clerk Advocates for Legislative Drafting Manual to Enhance Quality of Legislation

Kamoru Ogunlana, Clerk to the National Assembly of Nigeria, has called for the development of legislative drafting manuals to improve the quality of legislation in line with global best practices. Ogunlana made this appeal on Monday while hosting a delegation from the British Parliament at the National Assembly in Abuja.

He emphasized that the visit provided an opportunity to exchange ideas and learn from the British Parliament’s experiences, which could help Nigeria build a more robust democratic institution. Ogunlana highlighted the long-standing relationship between the Nigerian and British Parliaments, dating back to the early 20th century, and how it has influenced Nigeria’s legislative framework and governance structures.

Ogunlana expressed pride in the collaborative spirit nurtured over the decades through member-to-member engagements, parliamentary exchanges, and mutual visits. He reiterated the National Assembly’s commitment to promoting good governance and enhancing the welfare of Nigerians through effective legislation.

The leader of the British delegation, Kate Ofunne Osamor, a Member of the House of Commons, stated that the team was in Nigeria to strengthen the bilateral legislative relationship and study the Nigerian Parliament’s operations. She emphasized the importance of transferring skills and knowledge to Parliamentarians from the Commonwealth to support the Clerk’s needs.
